BRM training has been a mandatory component of STCW certification since the 1995 amendments. Thirty years later, navigational casualties in which bridge team communication failures were a contributing factor continue to occur with depressing regularity. The training is not failing to be delivered. It is failing to produce the change it is intended to produce.
This is not a criticism of the training content. The IMO BRM model course is sound. The problem is in how the training is applied — and more specifically, in the relationship between formal training content and the operational culture aboard the vessels where the trainees will subsequently serve.
What BRM Training Typically Teaches
BRM training covers communication protocols, situational awareness, workload management, authority and assertiveness, and decision-making frameworks. All of these are genuinely important. When they are applied, they work.
The training environment is, by design, structured to allow these skills to be practised in a low-risk setting. Trainees go through simulator scenarios in which communication lapses lead to simulated groundings or collisions. They learn the vocabulary of challenge and response. They practise verbalising concerns to a senior officer.
The Gap Between Training and Application
Then they return to a vessel where the master has been at sea for 28 years and does not regard unsolicited navigational input from a junior officer as welcome. Or to a vessel where the watch schedule is so compressed by commercial pressure that the concept of appropriate task distribution is theoretical rather than practical. Or to a vessel where the working language is not the training language, and the nuanced verbal protocols from the BRM course have no equivalent in the operational vocabulary of the actual bridge team.
The certificate certifies that the training was delivered. It does not certify that the culture aboard the vessel makes the training deliverable.
The Master's Role
The most important single factor in BRM effectiveness is not the quality of the training — it is the behaviour of the master. A master who consistently models the communication behaviours that BRM training promotes creates a bridge culture where those behaviours become normal. A master who does not — who dismisses challenge-and-response as bureaucratic, who treats unsolicited input as insubordination, who maintains the bridge as a personal domain rather than a shared workspace — will neutralise whatever BRM training their officers have received within weeks of joining the vessel.
This is not a character failing. It is often a generational one. Many senior masters were trained in a culture where sole command authority was the explicit model and challenge from junior officers was genuinely unacceptable. Asking them to change that model without supporting them through the change — through senior officer BRM workshops, through master-specific scenarios, through explicit company culture signals — is ineffective.
What Effective BRM Training Looks Like
The BRM training that demonstrably changes behaviour has some consistent characteristics:
- It is designed around scenarios that are specific to the vessel type and trade, not generic
- It includes senior officers and masters, not only junior watchkeepers
- It connects explicitly to the organisation's safety culture and management system
- It includes follow-up assessment — not re-certification, but observation of actual bridge team behaviour in operational conditions
- It creates space for masters to discuss the challenges of changing established command habits, rather than simply requiring them to adopt new ones
The last point is the one most frequently omitted. Masters who are given frameworks for thinking about their own command style — not to criticise it, but to examine it — consistently respond more productively to BRM training than those who are simply told to change behaviour.

BRM-подготовка, которая реально меняет поведение, имеет устойчивые характеристики: сценарии специфичны для типа судна и маршрута; включает старших офицеров и капитанов; явно связана с культурой безопасности компании; включает наблюдение за реальным поведением мостиковой команды. Наиболее часто упускаемый элемент — пространство для капитанов обсудить трудности изменения установившихся командных привычек.
